Unfortunately the sky is rather tepid...it's trying to be blue, but just doesn't quite make it. Also, your skyline is virtually slap back in the middle of the frame. These type of landscape shots are always a challenge, and one needs to adopt a somewhat different persepctive/position in order to create a more intriguing scene. To get a good photo with something like this requires some careful compositional thought and trying out various different views, etc.

If your monitor is calibrated properly you should see sixteen distinct tones from white to black.
