Ask Kev, but I believe that's a flowerous unusualus. Seriously, you don't often see a red stem like that.

It looks like a type of hybrid Columbine that's not open properly...especially as their stem position is just like that...and they are just about blooming at this time of year.
However, it's hard to tell from this perspective.
