If you want to make a better job of blurring the background without blurring the flower, you need to make a better job of selecting the flower. Start by using the 'colour range' option on the select menu. When you've done all you can with that then just add or subtract any loose bits using the lassoo tool. Once you have selected the flower you can just invert the selection to work on the background. Save the selection first just in case.

If your monitor is calibrated properly you should see sixteen distinct tones from white to black.
